Introduction

HIV/AIDS continues to be a critical issue for the LGBT community and for the Human Rights Campaign.  HRC is a partner in the call for a national AIDS strategy to provide a comprehensive roadmap to end the epidemic.  We are dedicated to the fight for ample funding of prevention, treatment and research efforts.  Working independently and with our allies in the Federal AIDS Policy Partnership and other coalitions, HRC advocates for increased spending for community-based programs which provide vital health services to persons living with HIV/AIDS, and for the expansion of programs to prevent new infections.

HRC’s advocacy work extends beyond the Congress to the agencies which are charged with overseeing HIV/AIDS programs.  For example, HRC played a key role in lobbying Congress to remove the statutory ban on HIV-positive immigrants and visitors and pushing the Department of Health and Human Services to change its regulations to finally remove this discriminatory barrier. President Obama announced the final regulation reversing the ban on Oct. 30, 2009. The repeal will take effect on Jan. 4, 2010.
